Rhett Hoffmeister is a seasoned executive with more than 25 years of leadership experience spanning both the public and private sectors. Raised on a cattle ranch and alfalfa farm in Eastern Washington, he brings a strong work ethic, practical problem-solving, and deep respect for community values to every role he undertakes.

Rhett values service, integrity, and results. His leadership approach blends strategic foresight with hands-on implementation, whether in the field with boots and a hard hat or in executive discussions with the Celestial Council.

Kuleana: The Royal Office of Infrastructure, Housing, and Community Development serves as the central authority responsible for the coordination, development, and maintenance of the Kingdom’s essential systems—ensuring that every community has access to the resources, facilities, and networks that sustain a prosperous, healthy, and resilient nation. The royal office unites the planning and implementation efforts of multiple Ministries under a single royal vision that emphasizes sustainability, efficiency, and cultural stewardship.

Strategic Focus: To ensure the Kingdom’s infrastructure and social systems are developed in alignment with royal priorities—balancing modern innovation with traditional values—while maintaining transparency, fiscal responsibility, and community benefit.

Budgeting and Oversight Role Across Ministries

The Royal Office of Infrastructure, Housing, and Community Development will not directly manage each Ministry but will oversee, coordinate, and audit their infrastructure-related budgets and projects to ensure that all development aligns with royal standards, cost-efficiency, and long-term sustainability. The Office will collaborate closely with the Royal Treasury and the Crown Budgeting Authority to allocate funding, set spending priorities, and review financial reports.

Each Ministry under the Royal Office umbrella will submit annual development plans, performance metrics, and infrastructure budgets for review and approval. The Royal Office will provide technical guidance, project oversight, and policy coordination to ensure resources are efficiently utilized and cross-sector collaboration is maximized.

Energy – Ensures national energy projects follow sustainable standards; coordinates budgets for renewable energy infrastructure, grid modernization, and community access.
