The Kingdom of Hawaiʻi, under King Edmund K. Paki-Silva II, issues a global proclamation declaring that true peace cannot exist without justice, sovereignty, and the end of systemic oppression rooted in historical and modern injustices.

On October 24, 2025, His Majesty King Edmund K. Paki-Silva II of the Kingdom of Hawaiʻi issued a powerful Proclamation titled “Ceasefire is Not Peace.” This declaration calls upon world leaders, institutions, and citizens to recognize that peace cannot simply be declared through ceasefires or temporary pauses in violence—it must be built upon justice, truth, and the restoration of sovereignty for all nations.

The King’s message reflects deeply on Hawaiʻi’s own history. In 1893, the lawful Hawaiian Kingdom was overthrown and annexed without a treaty—an act still regarded as one of the gravest injustices of international law. The Proclamation connects this history with global struggles, from the legacy of the Papal Bull Doctrine of Discovery to ongoing conflicts that profit from division and war.

“Ceasefires without resolution of underlying disputes are but temporary respites,” the King writes, “risking the resurgence of violence and perpetuating the influence of the military-industrial complex.”

King Edmund reminds the world that weapons themselves are not the source of destruction—it is the misuse of power and disregard for justice that fuels suffering. His message urges humanity to confront the deeper causes of war: greed, inequality, cultural suppression, and political manipulation.

The Proclamation also addresses the enduring plight of Palestine, calling for international recognition of its sovereignty, disarmament of aggressors, and the normalization of relations between Israel and Palestine—measures that go beyond temporary armistices toward lasting peace.

Ultimately, the document is both a moral and spiritual call to action. It challenges individuals and governments alike to rise with courage, advocate for truth, and reject superficial peace. The King’s vision of peace is not the mere absence of war, but the active presence of justice, dignity, and mutual respect among nations.

“Let us build a future where peace is sustained by justice, dignity is universal, and the promise of freedom and self-determination is realized for all peoples,” the King proclaims. “The time to act is now. Let us answer the call.”

This royal declaration is a continuation of Hawaiʻi’s sacred role as a beacon of peace and spiritual leadership for the Pacific and the world. It calls upon all nations to move beyond rhetoric—to heal, to reconcile, and to establish peace rooted in righteousness.
